Division of Bilateral Programmes

The functions of this Division include the undertaking of negotiations and Consultations with Africa, Asia, Northern and Southern America States and European countries in order to mobilise, co-ordinate and direct technical and financial resources. Furthermore this Division provides technical services and professional advice to secure development co-operation through National and International Non Governmental Organisations.

This division has three sub-divisions, namely the Europe Sub-Division, America, Caribbean, Africa and Asia Sub-Division and the Agreements and Projects Management and Analysis Sub-Division.

Europe Sub-Division

The functions of this sub-division are to secure financial, technical and material support to augment national resources. To update countries and state agencies on the socio-economic developments, policies and resource requirements in line with Namibia’s National Development Plan. To liaise with Offices, Line Ministries and External Funding Agencies as well as the private sector to advise on and monitor the implementation and utilisation of external resources. To maintain profiles of countries and state agencies in Europe and liaise with relevant NPC sub-divisions. America, Caribbean, Africa and Asia Sub-Division

The functions of this Sub-Division are to secure financial, technical and material support to augment national resources; to up-date countries and state agencies on socio-economic developments in Namibia and Government policies and resource requirements in line with national priorities. The sub-division also plays an important role in liaising with Line Ministries, external funding agencies and the private sector to advise on and monitor the implementation and utilisation of external resources agencies in America, Caribbean, Africa, Asia and liaison with the relevant NPC sub-divisions. The functions of this sub-division are to analyse external assistance composition and the required national inputs and make recommendations thereof; take minutes and records of all negotiations, consultations and ensure preparations regarding the drafting of agreed minutes, agreements, project agreements and the signing thereof, ensure the safekeeping of agreements and their distributions where appropriate to the relevant institutions and to monitor their implementation, study relevant documentation on external funding agencies, acquire knowledge of external funding agencies’ policies; liaise and coordinate with all relevant NPC’s units, sub-divisions and Line Ministries.
