The Division co-ordinates the formulation, implementation and monitoring of poverty reduction, population, national human resources and capacity building related policies and programmes at national level. It is also the responsibility of the Division to ensure that these policies and programmes are mainstreamed into national, regional and sectoral development plans. The Division further ensures the integration of other cross-cutting issues such as HIV? AIDS and gender into national plans and assess their impact on national socio-economic initiatives.

The division consists of three subdivisions, namely:-
1. Poverty Reduction and Equity Subdivision
This Sub-Division co-ordinates the formulation of poverty reduction related activities and monitors the implementation thereof. It is also vested with the responsibility of analyzing the poverty situation in the country, identifying poverty data gaps, and providing advice accordingly.
2. National Capacity Building and Human Resources Planning Subdivision
The Sub-Division is responsible for the co-ordination of national capacity building and human resources planning activities. It analyzes the skills and qualifications required to implement planned activities against those provided in institutions of higher learning. This helps in identification of capacity gaps and areas of need for skills development.
3. Population Planning and HIV/AIDS Monitoring Subdivision
The Sub-Division is responsible for the co-ordination of the implementation of the Population Policy for Sustainable Human Development and related activities in the country. It analysis how population dynamics including gender aspects affect the socio-economic and developmental conditions in the country and provides advice accordingly. In terms of HIV and AIDS, the Sub-Division co-ordinates the conducting of the HIV/AIDS Impact Assessments on economic development and its mainstreaming into national, regional and sectoral development plans and budgets.
