The Regional and Sectoral Planning Division co-ordinates the preparation and monitors implementation of national and regional development plans and programmes. It further co-ordinates the formulation and prepares the Development Budget and monitor its implementation. The division further provides planning advisory services to the Regional Councils and Sector Ministries.

The Division of Regional and Sectoral Planning consists of the following sub-divisions:
1. Development Budget and Planning Subdivision
The sub-division spearheads the formulation of the Development Budget and monitors its implementation. Annual monitoring involves the compilation of the Annual Capital Project Progress Report. The subdivision also advices NPCS management through Director - DDP on the allocation of development funds so as to ensure that funds are appropriated according to the set national priorities and objectives. The sub-division coordinates the overall regional planning framework through appraisal and analysis of Regional Development Plans and ensuring their integration into the National Development Plan (NDP). The subdivision further provides planning advisory services to the Regional Councils and appraises, monitors and evaluates regional projects and programmes so as to ascertain their viability, feasibility and consistency with national priorities. The subdivision coordinates planning activities of all stakeholders in Social and Public Administration sectors to avoid duplication of efforts and ascertain conformity in the implementation of national priorities through an effective functioning planning system. It further appraises projects and programmes to ensure their viability, feasibility and consistency with national priorities as well as monitor progress and assess impact of sectoral programmes.
