THIRD NATIONAL DEVELOPMENT PLAN (NDP3)
2007/2008 - 2011/2012

The National Planning Commission coordinated the formulation of the Third National Development Plan (NDP3) 2007/2008 – 2011/2012 in 2007. The Plan was formulated using Integrated Results Based Management (IRBM) approach adopted by the Government of the Republic of Namibia. The IRBM is a contemporary management approach that focuses on the appropriate and timely achievement of relevant goals/results at all levels through systematic strategic planning; efficient resource use during implementation; performance monitoring, reporting and evaluation; and systematic utilization of the performance information to improve service delivery and policy decision-making at all levels.

The NDP3 is the first Plan that utilized the eight Vision 2030 objectives as the highest hierarchal desired results to guide the country’s progression towards a “prosperous and industrialized Namibia.” The NDP3 framework identified Key Result Areas (KRAs) corresponding to each of the Vision 2030 Objectives, with two of the KRAs sub-divided into sub-KRAs; resulting into ten KRAs which were assigned to ten Thematic Working Groups (TWGs). Each TWG is led by a selected Government institution such as a Ministry or Office or Agency. Each TWG comprises of stakeholders drawn from Offices, Ministries, Agencies, Regional Councils, Private Sector, Civic Organisations and international partners who collaborated to prepare the NDP3 submissions, which included among others programmes, outcomes, outputs and budgets. Each of the programme in the NDP3 focuses on specific results to be achieved.

In addition to the Vision 2030, the formulation of the NDP3 was guided by the country’s national and international policies such as the 2004 SWAPO Party Manifesto, the directives from the November 2005 Cabinet Retreat, the Millennium Declaration (including the MDGs), and the lessons learned from implementing the NDP2. The overall theme of the NDP3 “Accelerated Economic Growth and Deepening Rural Development” is based on these directions.

The National Consultative Conference on the NDP3 took place at the NamPower Convention Centre in Windhoek from 26 to 29 October 2007 and was opened by His Excellency the President Hifikepunye Pohamba. More than 400 participants deliberated on the draft NDP3 and came up with recommendations for consideration. The participants included the Prime Minister and other Ministers, Members of Parliament, Governors, Mayors and other stakeholder representatives from all over the country and the international development partners. Based on the conference proceedings, the National Planning Commission in collaboration with the ten Thematic Working Groups finalized the NDP3 which was approved by the Cabinet in May 2008. The NDP3 is now finalized and is available at National Planning Commission Secretariat for sale at a cost of N$100 per Volume.
