Establishment of the National Planning Commission Secretariat (NPCS)

In accordance with Article 129 of the Constitution and the National Planning Commission Act, 1994 (Act 15 of 1994), NPCS is to provide professional and technical services to the National Planning Commission, in formulating policies, plans, programmes and monitoring their execution so as to bring about a prosperous and better Namibia for all its inhabitants.

Despite the fact that the NPC Act was only enacted in 1994, the Secretariat of the National Planning Commission was established and operational soon after independence.

Structure of the NPCS

In addition to the functions imposed upon the National Planning Commission by the National Planning Commission Act, 1994 (Act 15 of 1994), the National Planning Commission Secretariat shall specifically be responsible for:

  • Formulating objectives, policies and strategies of development plans.


  • Preparing and coordinating annual, medium- and long-term national development plans.


  • Preparing, coordinating and supervising the development (capital) budget implementation, incorporating public investment Programmes.


  • Initiating and coordinating necessary economic and statistic studies and research.


  • Providing appropriate planning guidelines to line Ministries and Regional Councils.


  • Coordinating and monitoring sectoral policies and Programmes.


  • Strengthening the capacity of local and regional Government to prepare, coordinate and implement development plans.


  • Promoting and coordinating regional economic planning, development and regional growth points.


  • Assisting line Ministries and Regional Councils to allocate resources to Programmes and projects.


  • Macroeconomic policy analysis, national and sectoral development planning and employment strategies, budgeting and project analysis.


  • Monitoring and evaluating the achievement of development Programmes and projects.


  • Evaluating the implementation and performance of the Plan at the end of the Plan period.


  • Mobilizing, coordinating and monitoring utilization of international resources.

  • Advising the President and the Government on the general course of social and economic development.


  • Ensuring efficient functioning and operation of the National Planning Commission Secretariat by providing administrative and supportive services.
