The Namibia Tourism Project was a Millennium Challenge Corporation (MCC) investment designed to help Namibia’s tourism sector to grow. It was part of a $304.5 million Compact with the Government of the Republic of Namibia between 2009 and 2014, which also included an Education Project and an Agriculture Project. The $69 million Tourism Project was managed through the Millennium Challenge Account-Namibia (MCA-N), an institution formed by the Government of the Republic of Namibia for the purposes of implementing the Compact. Before the project, tourism to Namibia had been increasing steadily, but the country faced strong competition from neighbouring countries such as South Africa, Kenya, Tanzania, and Botswana, which are better known as tourist destinations by international travellers, particularly from North America. MCC contracted Abt Associates to conduct a mixed methods ex-post evaluation of the project, assessing whether it had been implemented according to plan, whether it had contributed to key project outcomes, and the extent to which its achievements are likely to be sustained.
